Call for Proposals


The Call for Proposal JUST/2011/ISEC/DRUGS/AG was published in the framework of the "Prevention of and Fight against Crime" (hereafter referred to as ISEC programme). The Specific Programme ISEC is part of the General Programme ‘Security and Safeguarding Liberties’.

The specific objectives of the ISEC Programme are:
• to stimulate, promote and develop horizontal methods and tools necessary for strategically preventing and fighting crime and guaranteeing security and public order such as the work carried out in the European Union Crime Prevention Network, public-private partnerships, best practices in crime prevention, comparable statistics, applied criminology and an enhanced approach towards young offenders;
• to promote and develop coordination, cooperation and mutual understanding among law enforcement agencies, other national authorities and related Union bodies in respect of the priorities identified by the Council in particular as set out by the Europol\'s Organised Crime Threat Assessment;
• to promote and develop best practices for the protection of and support to witnesses;
• to promote and develop best practices for the protection of crime victims.

The projects under this ISEC Programme’s call for proposals include the following priorities:
• joint training programmes for law enforcement authorities to develop capacities to better target drug-related cross-border crime, including on the EU borders
• creation of regional law enforcement cooperation platforms aimed at exchanging operational information and information on technical assistance for capacity building to prevent and curb drug-related crime
• actions to dismantle storage and production facilities for synthetic drugs and for cocaine secondary extraction
• drug-related projects on standardisation of tracking systems in the EU Member States to effectively manage controlled cross-border deliveries
• law enforcement-led drugs-related projects targeting the Western Balkan Route, including curbing trafficking in precursors.

Eligible participants within this ISEC Programme’s call for proposal must be legally constituted public or private organisations and institutions based in one of the 27 Member States of the European Union.

The eligible actions that can be funded within this ISEC Programme’s call for proposal cross-border projects implemented by a transnational partnership that involve at least two eligible organisations from two different EU Member States. Projects implemented within one EU Member State and without the involvement of a co-beneficiary partner from a different EU Member State (i.e. national projects) may be eligible for funding if they are:
a) preparing transnational projects and/or Union actions ("starter measures"); or
b) complementing transnational projects and/or Union actions ("complementary measures"); or
c) contributing to developing innovative methods and/or technologies with a potential for transferability to actions at Union level, or develop such methods or technologies with a view to transferring them to other Member States.

The total budget available for this ISEC Programme’s call for proposal amounts to EUR 4.000.000. EU funding cannot constitute more than of 90% of overall eligible project cost and requested amount under this call cannot be less than EUR 100.000

The deadline for submitting proposals in the framework of the current ISEC Programme’s Call for Proposals is 25 April 2012.
