Restricted Call for Proposals

The Restricted Call for proposals JUST/2012/PROG/AG/AD, Antidiscrimination and Diversity Action grants 2012, was published in the framework of the European Programme PROGRESS. The European Programme PROGRESS mission is to strengthen the EU\'s contribution in support of Member States\' commitments and efforts to create more and better jobs and to build a more cohesive society.

The objectives of the European Programme PROGRESS’ call for proposal are to support national authorities in charge of equality and nondiscrimination of the European Programme PROGRESS participating countries in:

- Developing their national policy to combat discrimination and promote equality beyond legislation;
- Fostering the dissemination of information on EU and national policy and legislation in the non discrimination field;
- Identifying best practices which could be transferable to other participating countries.

In this call of the European Programme PROGRESS, the Commission wishes to support activities which tackle at least one of the following 5 grounds of discrimination: race and ethnic origin, disability, age, religion or belief and sexual orientation.

The projects funded in the framework of this call for proposals of the European Programme PROGRESS must revolve around the following priorities:

- Non discrimination mainstreaming 
- Diversity management in the public and private sector
- Awareness-raising of the situation of Roma and supporting their integration into mainstream society
- Awareness-raising of Multiple discrimination
- Measurement of discrimination
- Awareness-raising of Discrimination on the ground of religion or belief

The target groups for the results of this call for proposal of the European Programme PROGRESS are discriminated subjects belonging to one of the categories listed above and living in one of the European Programme PROGRESS participating countries.

Eligible participants within this call for proposals of the European Programme PROGRESS are national authorities in charge of equality and nondiscrimination in the 27 EU Member States, the EFTA-EEA countries (Iceland, Lichtenstein, Norway), and the candidate and potential candidate countries participating in PROGRESS (Croatia, the Former Yugoslav Republic of Macedonia, Serbia and Turkey).

The eligible actions that can be funded within this  call for proposals of the European Programme PROGRESS may include the following activities:
- Training activities in the non discrimination field.
- Identification, analysis, promotion and dissemination of good practices on non discrimination.
- Organisation of awareness raising events on equality issues, including diversityawards.
- Carrying out studies or surveys at national level aiming at a better understanding of the phenomenon of discrimination and the situation of discriminated groups especially on the labour market (ethnic minorities, young and older people, disabled people, LGBT people, religious minorities).

The total budget available for this call for proposals of the European Programme PROGRESS amounts to € 4 590 000. Each participating country can submit one or two applications for a global maximum EU cofinancing of € 250 000. The maximum EU contribution to any application funded by this call for proposals of European Programme PROGRESS may not exceed 80% of the action\'s total eligible costs.

The deadline for submitting proposals in the framework of the current Call for Proposals of the European Programme PROGRESS is 28 June 2012.
