Call for Tenders for the Creation of a Network of Experts on Social Aspects of Education and Training (NESET)


The call for tenders contract number 2010/S 92-137167 for the creation of a Network of Experts on Social Aspects of Education and Training was published by the Directorate-General for Education and Culture.

The overall objective of the project is to contribute to the improvement of policy cooperation in education and training in Europe through the creation of an advisory network of experts working on social aspects of education and training. This network will advise and support the European Commission in the analysis of education and training policies and reforms and of their implications at national, regional and European level mainly (but not exclusively) from a sociological perspective. The network is expected to support European-level policy-making with state-of-the-art knowledge and expertise on a wide range of issues in education and training policy and practice. This support will include the identification of the most relevant evidence from both qualitative and quantitative research in the education and training area. The network will also contribute to the dissemination of knowledge on social aspects of education and training

A total of 250 days of work are expected to be carried out for the development of activities related to social aspects of education and training.

The total duration of the contract in the framework of the Call for Tenders for the creation of a Network of Experts on Social Aspects of Education and Training is 12 months.

The total budget allocated to the Call for Tenders for the creation of a Network of Experts on Social Aspects of Education and Training is between 225 000 euro and 250 000 euro, excluding VAT.

The award criteria within the Call for Tenders for the creation of a Network of Experts on Social Aspects of Education and Training are the following:
1. The relevance and quality of the methodology proposed for achieving the results.
2. An experienced scientific coordinator with very broad knowledge in education and training research and policy and with strong editorial and writing skills.
3. High-quality expertise on social aspects of education and training
4. Policy-oriented expertise, and a strong record of working closely with and advising policy makers in education and training.
5. An appropriate range of complementary expertise which includes substantial capacity in sociological perspectives and covers all types and levels of education and training in a lifelong learning perspective.
